I also went with the Morimoto 2Stroke 2.0 both in the Headlights and Fog Lights. The difference is literally like Night and Day. Our temperature has been in the mid 90's so I will see if the fan works. The warranty is 3 years, so I am not too worried.

I can hear the fan in the cabin of the vehicle if the key is clicked one position to turn on the dash, but not cranked to start the car. I also can hear the fans with the switch turned as you described. Since I also installed the Fog Lights, if turn them on without starting the car, more noise. In this case noise is good. Lets you know the fans are working.
